Full-time Veterinarian needed for HVHQSN at the SNIP clinic at the animal shelter on Guam. Guam is a lovely tropical island and a US territory in the Pacific with a large free-roaming dog population. Work on the solution to pet overpopulation while also enjoying beaches, snorkeling, diving, and hiking.

Overview

• Guam Animals in Need is Guam's only animal shelter, providing an essential service to our island. Our mission is to enhance public understanding of animal welfare, safeguard Guam’s cats and dogs with care and shelter, and proactively reduce stray populations. The SNIP Clinic provides essential medical care for shelter animals and high-volume, high-quality spay/neuter (HVHQSN) services for the public. We are seeking a compassionate, mission-driven Veterinarianto provide surgical excellence, medical oversight, and strong leadership in clinical operations, pharmaceutical control, and SOP development.

Key Responsibilities

•  Surgery (SNIP Clinic & Shelter)
  • Perform high-volume spay/neuter surgeries using HVHQSN protocols.
  •  Oversee anesthesia, analgesia, and perioperative safety. 
  • Maintain complete and accurate medical and surgical records. 
• Shelter Medicine
  • Oversee medical care, exams, diagnostics, and treatments for shelter animals. 
  • Implement effective disease prevention, outbreak control, and herd-health strategies. 
  • Guide animal care staff on triage, treatment priorities, and humane handling. 

• Medical & Pharmaceutical Compliance
  • Maintain oversight of all medical inventory, including ordering, rotation, and equipment care. 
  • Ensure DEA-compliant management of controlled substances, including secure storage, usage logs, audits, and proper disposal.
  • Maintain vaccine cold-chain integrity and safe handling protocols. 
  • Train staff in drug administration, documentation requirements, and medical safety protocols. 
• SOP Development & Quality Assurance 
  • Update and implement Standard Operating Procedures (SOPs) for all medical, surgical, pharmaceutical, and shelter-health operations. 
  • Ensure SOPs align with ASV Guidelines for Standards of Care in Shelters, best practices in HVHQSN, and federal/local regulations. 
  • Establish quality-control processes to ensure consistency, safety, and regulatory compliance. 
  • Conduct periodic audits and reviews of clinic and shelter medical practices to identify gaps or areas for improvement. 
  • Train staff on new or revised SOPs to ensure consistent adherence. 
• Licensure & Legal Practice
  •  Hold a valid veterinary license recognized under Article 19 of the Guam Code Annotated, as administered by GBAHE.
  •  Ensure that all veterinary services—diagnosis, treatment, surgery, prescription or administration of drugs or anesthetics—are provided in accordance with the “practice of veterinary medicine” as defined by Guam law.
  •  If bringing in visiting or volunteer veterinarians (e.g. for mass-spay events), ensure compliance with licensing, submission of license copies to GBAHE ahead of time (per legal requirements), and direct supervision per Guam law.  
• Community & Public Services 
  • Support outreach programs promoting spay/neuter, responsible pet care, and community wellness.
• Leadership & Collaboration 
  • Supervise and mentor veterinary technicians, assistants, students, and volunteers. 
  • Collaborate with shelter leadership to optimize animal flow, health outcomes, and clinic efficiency. 
  • Uphold local veterinary licensing standards and professional ethics. 

Qualifications 

• Doctor of Veterinary Medicine (DVM/VMD) from an accredited institution. 
• Active veterinary license and eligibility for licensure in Guam. 
• Experience in high-volume spay/neuter preferred. 
• Prior shelter medicine experience and SOP development experience valued. 
• Familiarity with DEA controlled substance laws and medical inventory systems preferred.
• Current DEA license or ability to/ meets qualifications for licensure. 
• Strong communication, leadership, and organizational skills.

 Physical Requirements

• Ability to stand for extended periods and perform repetitive surgical tasks. 
• Ability to lift up to 40 lbs and handle animals safely. 
• Comfortable working in a shelter environment with exposure to noise, chemicals, and zoonotic diseases.
